Abstrak Enhance of teachers qualification to Strata 1 (S1) has been the priority set by the Government of Indonesia in accordance with the demands of the Law on Teachers and Lecturers (No 14/2005). Currently, the number of teachers in Indonesia around 2,667,655. Of these, only 887,751 or 34% have qualifications S1. In an effort to respond to Teachers and Lecturers of Law No 14/2005, the capacity of teacher training colleges as much as 278 (LPTKs) including 32 LPTKs country. The amount is not enough to meet the needs of teacher qualification improvement in a short time. For that, open learning and distance is considered as the most appropriate alternative. Therefore, in 2007, the Government of Indonesia, Directorate General of Higher Education and the Directorate General for Quality Education Workforce Education, has formed a consortium whose members LPTK, to work to improve the qualifications of primary school teachers from DII to S1 through open learning mode and distance. The model used is a Blended Learning Model that is a learning system that combines face-to-face learning (face to face) with an online tutorial system through the use of ICT, which is supported by many-print instructional materials (printed) and non-print (electronic). Online learning based on the Learning Management System (LMS) is a dynamic e-learning system that is able to control the interaction mechanism of learning. This learning model is empirically able to increase the qualifications of teaching staff (teachers) of the Strata DII-1 and its graduates have obtained the S-1 certificate from an accredited LPTK. This proved empirically that the program improved its PJJ PGSD capable teacher competence in accordance with No game. 16 year 2007 regarding the qualifications and competency of teachers. Impact of the Program PJJ PGSD contribute to improving the pedagogical competence, which is increased by an average 54.34%, competence keperibadian increased by an average 30.15%, 49.9% increased social competence, and professional competence increased on average by 64.98% .
